Intermediate Evaluation of the implementation of the EU’s Gender Action Plan III (2021-2027)

ADE recently presented the findings of the Intermediate Evaluation of the implementation of the EU Gender Action Plan III (2021–2027) in Brussels, in an event that brought together more than 210 participants, of which 120 on site and over 90+ online. The evaluation, commissioned by the European Commission, assesses how GAP III is being implemented across EU external action (in all partner countries managed by DG INTPA, ENEST and MENA), with a focus on the green transition, the digital transformation, and EU support to women’s rights organisations and civil society organisations in fragile and conflict-affected contexts.​

The evaluation provides an independent, evidence-based assessment of the progress made under GAP III between 2021 and 2024, looking at both results achieved and remaining challenges. It reviews how gender equality and women’s and girls’ empowerment are integrated in EU external policies and programmes, and formulates recommendations to strengthen leadership, accountability, data systems and Team Europe collaboration on gender equality going forward.​

During the dissemination seminar, ADE presented key findings and recommendations to representatives from the European Commission, the European External Action Service and EU Delegations, as well as EU Member States’ agencies, civil society organisations and women’s rights organisations. Discussions focused on how to translate the evaluation’s conclusions into concrete improvements in policy, programming, and dialogue, including scaling up promising approaches and addressing persistent gaps in implementation.​

The evaluation report is available on the European Commission’s website, providing detailed analysis and country-level examples for policymakers, practitioners and researchers working on gender equality and EU external action.
