Nastassia joined ADE’s Evaluation and Monitoring department in June 2018. She holds a PhD in Economics from the European Centre for Advanced Research in Economics (ECARES, Université libre de Bruxelles).
Before joining ADE, she worked in consultancy, NGO, and the private sector. Her academic research focused on the economics of corruption using experimental, behavioural and empirical evidence in Burundi, Germany, India, and Belgium.
At ADE, Nastassia participated to the creation of the Impact Department. She is now an Impact Evaluation Expert, Team Leader and Project Director for various evaluation projects of the Impact department.
Nastassia is expert in quantitative analysis based on data from secondary sources, as well as in designing and implementing projects in the field to collect primary data. In her daily work, she is particularly interested in innovative mixed approach methodologies and enjoys collaborating with partners on multi-countries projects and exploring data science solutions.
Nastassia is fluent in French, English and Italian, and has a good working knowledge of Dutch.
Tatiana Goetghebuer joined ADE in 2013 and has been leading the Impact Department since 2018. She is also Team Leader and Project Director for various impact and strategic evaluations.
She holds a PhD in Economics specialised in Development Economics from the University of Namur and a bachelor’s degree in Business Engineering. She has recognised expertise in designing rigorous impact evaluations in relation to field reality, and in conducting large-scale, complex household surveys in various domains. In addition to her excellent analytical competence and solid field experience, she has strong didactic, communication and management skills. She teaches Impact Evaluation in Practice to MA students at ULB, UNamur (Belgium) and UniLux.
Before joining ADE, Tatiana was assistant professor of Economics at Namur University and a researcher at the CRED.
Tatiana is a French native speaker , is fluent in English, and has a working knowledge of Spanish and Dutch.
Edwin Clerckx is a Partner of ADE and an experienced Team Leader. He holds a PhD in Philosophy, a master’s degree in Management and a complementary degree in Economics. Joining ADE in 2001, he headed ADE’s Evaluation Department from 2006 until 2013, has been ADE’s Managing Director from October 2013 to April 2023. He is also a member of its Board since 2007.
He is a specialist in leading complex strategy evaluations of donor support in the field of development cooperation, and in humanitarian aid. This has included themes such as conflict prevention, peace building and private sector development, but also the channelling of aid through international organisations. Edwin has also worked extensively on structural funds and rural development evaluations. He regularly adds value to his experience through presenting at international conferences, and has also participated in the drafting of evaluation guides.
Edwin is fluent in French, Dutch and English, and speaks Italian.
Claire joined ADE again in September 2022 as Business Development Manager. She was previously part of the team as Commercial Assistant and Project Manager (Oct. 2010 – Jan. 2020).
Claire has more than 20 years of experience in project management and business development for several consulting companies and has an extensive knowledge of tenders and management procedures for different international development partners or bilateral cooperation agencies, in many different sectors.
Claire is in charge of positioning ADE on strategic technical assistance opportunities and more specifically in the area of PF, BS and Blending. As part of ADE’s business development, she also supervises the commercial unit, monitors the tendering and project management processes, interacts with partner companies and external consultants.
She holds a Master degree in Translation (ILMH), completed with a degree in Development Sciences (ICHEC).
She is fluent in French, English, Spanish and has a good knowledge of Dutch.
Marta Presmanes joined ADE in March 2023. She manages framework contracts and other projects in the Public Finance and Blending department.
Marta has solid experience as project manager in development cooperation (DG-DEVCO) and in education policies analysis (DG REFORM and European Agency for Special Needs and Inclusive Education-EASNIE).
She holds a master’s degree in advanced economics from KU-Leuven.
Marta speaks English and French fluently, has an intermediate level of Portuguese and basic level of Dutch. She is a native Spanish speaker.
Amanda joined ADE in January 2023.
Amanda holds a Master’s degree in Economics, Finance and International Integration with a focus on International Economic Cooperation and Development from the University of Pavia (Italy). She also holds a Double Master’s degree in Economics from the University of Hohenheim (Germany) where she studied for one year.
Before joining ADE, Amanda worked for different consultancy firms, and since 2021 she works on EU tender preparation and framework contracts management.
At ADE, Amanda works on project acquisition, tender preparation and framework contract management.
Her native language is Italian. She is fluent in English and has intermediate knowledge of French and Spanish.
After a six-month internship in the Impact Evaluation Department, in March 2023 Arianna joined the team as Junior Framework Contract Manager in the Finance and Blending Department.
She holds a Master’s degree in Economic Development from the University of Pavia and a second Master’s in International Trade, Finance, and Development from the Barcelona School of Economics.
At ADE, she will be in charge of managing and supporting tender processes, including the search and selection of experts, budget and mission planning, and helping to write project methodologies.
Arianna is a native Italian speaker. She is fluent in English and has a working knowledge of French.
Céline joined ADE in February 2023.
She holds a master’s degree in general economics from the Warocqué School of Business and Economics in Mons, with a specialization in Audit and Finance.
During her studies, she completed an internship at KPMG as auditor and wrote her thesis focused on the impact of takeover rumors on stock market valuation.
Before joining ADE, she started to work in the banking sector, firstly as a financial auditor at KPMG in Brussels, then as a credit analyst at CPE-credits in Mons.
At ADE, Céline is responsible for a range of tasks including analytical monitoring of the business, management of the vehicle fleet, evaluation of the budget and valuation of the company.
Her mother tongue is French. She is fluent in English, with a working knowledge of Dutch.
Theo is graduated from the master’s in International Relations at the School of Research of Sciences Po Paris. He also holds a bachelor’s degree with the same university with a major in Political Science and a minor in Middle-East and Mediterranean studies. As part of his studies, he spent a year at the French Institute in the Near East, located in Beirut, Lebanon, with a curriculum focusing on Arabic language and Middle-East studies.
Before joining ADE in March 2022, Theo worked in Sentinel Atlas, a security company operating in conflict-affected areas. As security analyst intern, he contributed to monitoring geopolitical and security issues in specific countries.
At ADE, he contributes to strategic evaluations.
Theo is fluent in French and English, with an intermediate level in Arabic and a basic knowledge of Spanish and German.
Kevin is specialized in public policy, human development and impact evaluation methods which he applies to his work at ADE. He has contributed to ADE’s mid-term impact evaluations in Morocco and Rwanda and works as the project manager for the end-line impact evaluation of the Min Ajliki women entrepreneurship and empowerment programme. He has also helped evaluate WFP’s use of technologies in constrained environments, to build a monitoring and evaluation system for the EU’s flagship global illegal logging policy (FLEGT), and has conducted numerous socioeconomic impact assessments of COVID-19 in the sub-Saharan Africa and MENA regions.
Prior to joining ADE he worked as a Data and Research Analyst for Data-Pop Alliance (DPA) – a collaborative laboratory created by the Harvard Humanitarian Initiative, MIT Connection Science, and Overseas Development Institute – who specialize in leveraging (big) data and state-of-the-art data science methods to inform evidence-based decision-making. As part of DPA, he worked on various projects ranging from harnessing big data and machine learning methods to assess the effectiveness of shock-responsive policies with UN ESCWA, various socioeconomic impact assessments of COVID-19 in several African countries with UNDP, studying the gendered impacts of COVID-19 on mental health, and co-creating UNDP’s updated guidance on livelihoods and economic recovery post crisis.
Kevin holds a double master’s degree (Msc.) in Public Policy and Human Development from United Nations University and Maastricht University where he specialized in Social Protection Policy and Financing with training in development economics, econometrics, statistics and public financial accounting.
He is fluent in English, French and Thai.

My internship at ADE was a great experience both professionally and personally and I would recommend it! The work is varied and allows you to progress in different areas. The warm atmosphere of the team makes the experience unique.
Maria Tataki joined ADE in July 2020. She holds a master’s degree in in European Affairs (Economics and Public Policy) from Sciences Po Paris. She also holds a bachelor’s degree from the same university with a major in Economics and a minor in Middle Eastern and Mediterranean studies. As part of her undergraduate studies, she spent a year at University College London, UK, as an affiliate student to the BSc in Economics programme.
Before joining ADE, Maria gained experience in impact evaluation while working for the French Red Cross. As a Strategy and Policy Intern at the International Telecommunication Union, the UN specialized agency for ICTs, she researched both ICT policy trends for the achievement of the UN Strategic Development Goals, and gender parity. As an intern for two private firms in London and Athens, she worked on data visualisation and statistical analysis of large datasets. Since April 2020, Maria has been on the board of a German NGO focusing on digital democracy and inclusion.
At ADE, she contributes to strategic evaluations.
She is fluent in Greek, English and French, with a working knowledge of Arabic (MS), Spanish and German.
After a successful four-month internship at ADE in 2018 and continued collaboration during 2019, Bruna joined ADE as a Junior Impact Evaluation Expert in September 2019.
She holds a joint master’s degree in Economics from the University of Namur and UCLouvain, where she specialised in development and public economics.
At ADE, Bruna contributes to several strategic and impact evaluations using her solid knowledge of economic theory and background in empirical analysis. She has strong skills in data analysis, survey design and implementation as well as in visualisation and reporting techniques, project management. Her areas of interests include environment and climate change, forestry, agricultural value chains and food security.
Bruna is a native Portuguese speaker. She is fluent in English and French, and has a working knowledge of Spanish.
After a successful five-month internship at ADE in 2019, Luisa joined the team in July 2020.
She holds a master’s degree in Economics from the Toulouse School of Economics (TSE), where she specialised in public policy and development, in addition to working as a tutor in macroeconomics.
At ADE, Luisa uses her solid knowledge of economic theory and her strong background in empirical analysis to contribute to impact evaluations in a range of sectors. Her work combines literature reviews, survey implementation, data analysis, visualisation techniques and reporting. Her areas of interests cover health, education, environment and climate change, as well as agricultural value chains and food security.
Before joining ADE, she completed an internship at the Centre for Industrial Economics of the Ecole des Mines de Paris. As a research assistant, she studied consumer behaviour of a well-known French Subscription video on demand model (SVOD platform) using statistical and econometric analysis of large datasets.
Luisa is fluent in French and English, with a good command of German and a working knowledge of Spanish and Dutch.
Gaia Castori is an Evaluation Expert. She graduated cum laude from the master’s degree in Public Policy (Social Policy and Innovation stream) at Sciences Po Paris. She holds a bachelor’s degree from Sciences Po Paris with a major in Economics and a minor in European and Asian Studies. As part of her undergraduate studies, she spent a year at Monash University Malaysia, with a curriculum focusing on international development and gender studies.
Before joining ADE in August 2020, Gaia supported the French Red Cross on project evaluation. As Volunteers’ manager at the 2nd Chance Programme, she coordinated volunteers and worked on M&E of children learning assessment. While interning at PT Foundation, she managed educational activities for disadvantaged communities.
Gaia is fluent in Italian, French, and English with an intermediate level of Chinese and a basic knowledge of Spanish.
Mathilde Peiffer
Tender & Project Manager
Mathilde joined ADE in September 2021.
She holds a MA in Political Sciences, International Relations, focused on Humanitarian Action from the Catholic University of Louvain and a Postgraduate Certificate in Environmental Management from the School of Oriental and African Studies.
Before joining ADE, she worked in corporate social responsibility and education in the private sector and NGO sector in Uganda, Gabon and in Brussels.
Mathilde has an interest in public health issues. She was a registered nurse specialized in Community health in Cayenne, French Guyana.
As a Tender & Project Manager, she will be in charge of managing and supporting tender processes for the Evaluation Department.
Mathilde is a native speaker in French, fluent in English and has basic knowledge of Dutch.
Raphaël joined ADE’s Evaluation department in February 2021. Before that, he worked in European public affairs and as parliamentary assistant to a Member of the European Parliament. He holds a master’s degree in International Relations with a focus on European Institutions from Sciences Po Lyon and an advanced master’s degree in International and Development Economics from the University of Namur and the Catholic University of Louvain.
During his academic training and professional experience he developed strong analytical and statistical skills as well as a good understanding of multilateral organisations and international financial institutions. His areas of interests include sustainable development, environment and climate change, Data and development.
Raphaël is fluent in French and English, has a good professional competence in German and a basic understanding of Portuguese.
Margaux joined ADE in August 2022. She holds a Master’s degree in General Economics from the Economics School of Louvain, with a specialization in business strategy, international economics and economics of public intervention.
During her studies, she completed an internship at the University of Namur as a research assistant and wrote her thesis entitled “Climate Change and Migration in Africa”, which focused on the impact of climate change on internal migration in several African countries.
Before joining ADE, she spent nine months in Szczecin (Poland) as a European Solidarity Corps volunteer, working in a kindergarten.
As a Junior Business Development Manager, she works on the preparation of tenders, including the search and selection of experts, budget and mission planning, and helping to write project methodologies.
Margaux is fluent in French and English and has basic knowledge of German.
Sarah Akaka joined ADE in September 2022.
She holds a bachelor’s degree in Management Assistant from HELDB in Jodoigne.
Before joining ADE, Sarah worked as a commercial & administrative assistant for 3 years.
At ADE, Sarah assists the Managing director in his daily work. Her main tasks are to prepare Expressions of Interest and tender dossiers. She is also responsible for updating ADE’s different databases and website.
Sarah is fluent in French and English and has professional knowledge of Dutch.
After a 5-month internship in the impact department of ADE in 2020, Sarah joined the Rural Development department of ADE in May 2022.
She holds a MSc. in Economics and Strategy in Emerging Markets from Maastricht University, where she also worked as a tutor in macroeconomics.
After completing a 6-months internship at UNDP Ghana in its Inclusive Growth Cluster, Sarah worked as Analyst in a think-tank, where she contributed to a range of projects related to regional development, industrial policy, and digitalization. She also worked as data analyst in the refreshment sector, where she strengthened her digital and analytical skills.
At ADE, Sarah contributes to evaluation studies related to rural development, agriculture, and the environment. She has strong analytical skills and has a keen interest in evaluation methodologies, data analysis, and development studies.
Sarah is a native French speaker. She is fluent in English with an intermediate level in Dutch.
Claire joined ADE’s Agriculture and Environment department in February 2022. She holds a master’s degree in International Relations with a focus on Risks Management in Developing Countries from Sciences Po Bordeaux. Along her studies, she namely carried out a country risks analysis as well as a project risks analysis for a sustainable energy supplier willing to develop its activities in Central America.
Before joining ADE, she worked in various national institutions, international agencies and in a consulting firm in the field of development cooperation where she managed two large Technical Assistances financed by the European Commission in West Africa, in the field of governance.
Claire is a native French speaker and she is fluent in English.
Samme Dick joined ADE as evaluator in January 2022. He holds two master’s degrees: one in Arabic and Islamic Studies from the Catholic University of Leuven (Belgium) and another one in International Relations in Historical Perspective from Utrecht University (the Netherlands). As part of his graduate programme, he studied and interned in Egypt. During his studies, he focused on foreign policy and political transformation in the Middle East and North Africa.
Samme has worked on humanitarian and peacebuilding programmes in Iraq, Yemen, and Tunisia since 2014 before joining ADE in 2022. This included extensive field work with NGOs in Iraq, and headquarters-based work in Jordan and Belgium. As an M&E professional, Samme has worked on setting up and managing M&E systems, conducting field research and needs assessments as well as providing advice on developing and implementing M&E strategies for projects and country programmes.
Samme is fluent in Dutch and English and has professional knowledge of French and Arabic.
Vincent Coppens is Head of ADE’s Evaluation Department. He has extensive experience in strategic evaluations. He is primarily active in the field of international aid and development, covering different themes, sectors, and geographies. He has specific evaluation experience for private sector development and development finance, including investment facilities and blending mechanisms. He has a track record as Team Leader, project director, methodological advisor, and quality controller. Before joining ADE in 2006, he worked for four years for A.T. Kearney (now Kearney), a renowned strategy and management consultancy.
Vincent holds a master’s degree in Management Engineering from the Solvay Brussels School (Université Libre de Bruxelles), with a major in Finance.
He is bilingual in French and Dutch, and fluent in English and Spanish.
Laurence Quintens joined ADE in August 2020. She studied marketing in Brussels, where her master’s thesis focused on the use of social media to create an e-reputation for SMEs.
At ADE, Laurence is responsible for a range of tasks including payroll & HRSS tool management, recruitment and on-boarding, talent management, retention program, policies and how to updates, and administration.
Prior to joining ADE, she worked as the Benelux HR Manager for a German e-scooter company based in Brussels. Before choosing a career in human resources, she worked as a Marketing & Event Manager (B2B and B2C) in the European Quarter in Brussels.
Her mother tongue is French. She is fluent in English, with a working knowledge of Dutch and German.
Louis Florin joined ADE in January 2022. He holds a PhD in Social and Political Science from the University of Liège. His research focused on new forms of employment, labour market statistics and social protection. During his academic training, he gained advanced data analysis and statistical skills.
Prior to working as a researcher, he graduated from a double degree master program from the University of Liège (Political Science) and Maastricht University (European Studies on Society, Science and Technology).
His areas of interests include sustainable development, employment, social protection, environment, and climate change.
He is fluent in English and French and has a working knowledge of Dutch.
Caroline joined ADE in May 2021.
She holds a bachelor’s degree in marketing from EPHEC in Louvain-la-Neuve.
Before joining ADE, Caroline worked as a marketing assistant for 3 years.
At ADE, Caroline assists the Managing director in his daily work. Her main tasks are to prepare Expressions of Interest and tender dossiers. She is also responsible for updating ADE’s different databases and website.

Juana de Catheu
ADE Associate Expert
She is a senior consultant focused on governance, peace and security. She has conducted numerous evaluations and studies with ADE in these fields. She also advises governments and international organisations on their strategies and programmes in contexts of political transitions and post-crisis recoveries (Denmark, France, UK, EU, World Bank, UN).
She is former Team Leader of the OECD International Network on Conflict and Fragility (INCAF) and OECD-DAC focal point on responsible supply chains of minerals. Before that, she was Advisor to the DRC government to demobilise and reintegrate 150,000 combatants; and to the Governor of Aceh (Indonesia) to implement the 2005 Aceh peace agreement. Prior, she was a Conflict Specialist at the World Bank, where she received three awards for the design and implementation of recovery programmes in Indonesia and the Great Lakes, and analysis of the conflict in Burundi with US Special Envoy Howard Wolpe.
She holds a master’s degree in political science from Sciences Po Paris, an MBA from ESSEC Business School, and a master’s degree from the Foreign Service from Georgetown University (Fulbright). She masters French and English.
Basile Keita
ADE Associate Expert
He has more than three decades of working experience in transport economics, logistics, energy and environment. This relates to both OECD and developing countries, especially sub-Saharan Africa. Before working as consultant since 2000, he worked successively with the Institut National de Recherche sur les Transports et leur Sécurité (INRETS) in Paris, the Laboratoire d’Economie des Transports of Lyon (LET), Beauvais Consultants of Tours, and the Direction du Développement et de la Coopération Suisse (DDC)/Institut Tropical Suisse (ITS).
He obtained the following diplomas from the University of Lyon II (France): Doctor of State in Economics, Doctor in Transport Economics (PhD), and Public Economics, Transport and Regional Planning. He masters French and has a working level in English.
Domenico Polloni
ADE Associate Expert
He is a freelance consultant for many years and has handled a very wide gamut of assignments during that period. Previously, he had worked with the Italian civil service, being involved among others in the implementation of the public financial management reform in Italy at the end of the 1990s.
His two-and-a-half-year stint in the United Nations systems includes senior positions at UNDP and in the United Nations peacekeeping operation in Sudan. His more recent work includes ongoing support (since 2018) to the implementation of the Anticipated Impact Measurement and Monitoring (AIMM) framework with the International Finance Corporation (World Bank Group). He specializes in country and policy analysis, with particular regard to macroeconomics and sectoral analyses; private sector development; public financial management, especially budgeting and oversight; monitoring and evaluation; statistical and econometric analysis.
Domenico has a Bachelor in Economics and Business Administration, a master’s degree in Public Policy and Management, and a master’s degree in Econometrics and Statistics. A native Italian speaker, he has a sound professional command of French, English, Portuguese, Spanish and German, in oral and writing, as well as intermediate command of Arabic, Dutch and Romanian.
Giulia Salieri
ADE Associate Expert
She worked as ADE staff member in 2017-2018 and since then continues collaborating with ADE on specific assignments. She has strong experience in public policy and business consulting in Europe, Latin America and Northern Africa. She specializes in education, innovation, entrepreneurship, small and medium enterprises, private sector development and blended finance. She has worked within leading consultancies (McKinsey, C230, ADE). She has in-depth experience in public policy design and evaluation, having collaborated with governments and multilateral and bilateral organisations, including in strategic evaluations for the European Union.
She has a master’s degree in economics from the Università Commerciale Luigi Bocconi (Italy), an MBA from the Stanford Graduate School of Business (USA), and a master’s degree in education from Stanford University (USA). She is fluent in Italian, English, Spanish and French.
Martin Steinmeyer
ADE Associate Expert
He is an accomplished Team Leader of strategic evaluations and studies, for the EU and other donors, in Africa, Asia and Latin America. His experience extends across all major aid and financing modalities and institutional aspects of aid. He has worked across many sectors, including human development, capacity development, food security and nutrition, water and sanitation support, and rural development.
He has a master’s degree in public policy from the Terry Sanford Institute of Public Policy at Duke University, Durham, USA, and a bachelor’s degree from the Free University of Berlin. He is fluent in German and English, and has a professional command of Spanish and French.
Ritha Sukadi Mata
ADE Associate Expert
She worked as ADE staff member from 2013 to 2020 as Evaluation Expert. She is since 2021 supporting ADE on specific assignments. She has extensive experience in strategic evaluations, covering various areas, aid modalities or countries and regions. She has been particularly involved in evaluations of private sector development and development finance, including investment facilities and blending mechanisms. Her previous professional experiences include academic positions and collaboration with international NGOs in the field of microfinance.

Michel Vanbruaene
ADE Associate Expert
He has a longstanding experience in the implementation of overseas development aid, since 1981. While working as an external consultant for the private sector, international donors and agencies (EU services, UN agencies, the World Bank), bilateral donors and NGOs, he has travelled extensively in Asia, Africa, and the Middle East. He has built on his field management experience to perform regularly humanitarian, transition and development evaluations – often as team leader – since 1994. He has personally led some 50 evaluations and reviews. He has acquired a particular expertise in evaluating strategies and policies of key actors in favour of the most vulnerable in complex emergencies, recovery or development contexts.
He is academically an economist and a graduate in oriental languages. He is native in French, masters English, has working level of Dutch, and knows Russian.
Dominique Cabuy
ADE Associate Expert
She worked as ADE staff member from 1997 to 2021. She is now supporting ADE as freelance consultant on specific assignments. She has more than 30 years of professional experience overall, in the management, monitoring, evaluation and technical reporting of international development projects and programmes.
At ADE, she oversaw market and external human resources development. She has developed numerous collaboration opportunities in agriculture & environment, public finance management, and monitoring & evaluation. She further managed several large programmes and technical assistance projects. For 10 years, she managed EU-financed framework contracts for beneficiaries in third countries. She was heading the FWC SIEA 2018 department in ADE and leading a team of project managers. She was a member of ADE’s Board of Directors from 2006 to 2021. She started her career with the International Fund for Agricultural Development (IFAD), a United Nations agency specialised in rural poverty and development where she worked for around 15 years, first in the Monitoring and Evaluation Division and then in the Project Management Department (Africa). She collaborated with many international institutions, particularly the World Bank, the African Development Bank (AfDB) and other UN agencies.
She is an agronomist and agricultural engineer. She is fluent in French and English and masters Spanish and Italian as well.
Virginie Morillon
ADE Associate Expert
She is a macroeconomist and a consultant for ADE since 2006. She has extended experience in conducting complex policy evaluations and in evaluation methods and techniques. She specializes in three major areas: macroeconomics applied to development and public finance management reforms; conflict resolution, security and fragility; and private sector development and development finance, including investment facilities and blending mechanisms.
She has worked for a range of multilateral institutions and national aid agencies. She is for instance acquainted with EU policies, instruments and aid modalities, in particular budget support. Her field experience covers mainly West and East Africa, the Balkans, Latin American countries and the Caribbean, the Mediterranean area, South and Central Asia and the Pacific Islands. She also has extensive field work experience in fragile settings. Prior to joining ADE, she worked for one year in Benin for the French Ministry for Foreign Affairs. She also carried out internships at the Directorate General for Development of the European Commission and at the French Research Institute for Development in Mexico.
She holds a bachelor’s degree in economics and a master’s degree in development economics. Virginie works in English, French and Spanish.
Jeroen Peers
ADE Associate Expert
He works for ADE since September 2020. Before that, he worked at the Treasury Department of the Belgian Ministry of Finance, on public finance management. He holds a bachelor and master’s degree of Science in Business Engineering from the University of Antwerp, where he specialised in public policy, econometrics and finance. He further holds a joint advanced master’s degree in International and Development Economics from the University of Namur and the Catholic University of Louvain.
Jeroen is fluent in Dutch, English, Spanish and French, and has a basic command of German.
Jonathan Wolsey is Head of the Public Finance and Blending Department at ADE, which he joined in July 2021. In that capacity, he manages SIEA framework contracts for the European Commission, leads its business development activities on technical assistance, and acts as an expert on selected assignments.
Jonathan possesses extensive experience in public finance management and development finance, first acquired in international organisations (European Commission and IMF) and further developed as a consultant since 2013. He has worked on both evaluations/studies and technical assistance, with a particular focus on sub-Saharan Africa. He is specialist in budget support operations.
He holds a BSc in Economics from Université Catholique de Louvain, and a MSc in Politics of the World Economy from the London School of Economics. He is fluent in French and English.
Patrick van Bunnen joined ADE in 1998. He is an economist specialised in evaluation, regional development and structural funds.
Before joining ADE, Patrick was a research fellow at RIDER (Recherches Interdisciplinaires en Développement Régional) and IRES (Institut de Recherche Economique et Social), two research centres at Louvain University.
Patrick has taken part in some twenty-five projects for the European Commission and regional governments in the field of regional and rural development. These include the evaluation of mainstream programmes such as OBJECTIVE 1, 2, 3&4 and 5b or RDP; the evaluation of Community Initiatives such as EQUAL, LEADER, INTERREG and RIS; and thematic evaluations such as the evaluation of research and innovation actions in 86 EU regions, the agricultural reform programmes in PHARE countries, and the oleaginous policy under CAP. Further studies he has conducted include the transfer of experience in the management of Structural Funds from Wallonia to Poland, and the selection process of 25 countries, partners to direct Belgian bilateral co-operation. Patrick is currently responsible for the implementation of the ISO 9001 Quality System in ADE.
He is also a founding member of the Société Wallonne pour l’Evaluation et la Prospective (SWEP).
Fabio joined ADE in December 2020. He holds a master’s degree in International Relations and Diplomacy from the University of Trieste.
Fabio has more than four years of professional experience in European Union funded projects, linked to DG NEAR cooperation for development and multi-country capacity development projects and DG INTPA Framework Contracts.
As a Framework Contract Manager at ADE, Fabio is responsible for the preparation of bids and tenders. His tasks include research and selection of specialised consultants, coordination of mission planning, supporting the drafting of project methodologies, budget estimations, and start-up of project proposals retained for implementation.
Fabio is fluent in Italian and English, with a working knowledge of French and Spanish.
Alice Raffa
Project Manager and Commercial Assistant
Alice Raffa joined ADE in January 2021. She holds a first degree in International Relations and a master’s degree in Political Science of Latin American Countries.
Before joining ADE, she lived in the Czech Republic for five years, where she developed experience in complex events organisation within diplomatic institutions and in an international tourism company.
Alice is a Project Manager for Technical Assistance projects, mainly focusing in West Africa area. She’s as well in charge of preparing offers for long term projects.
She has a particular interest in security and organised crime issues, as well as in the rights of indigenous people..
Alice is fluent in Italian, French, Spanish and English, and has a good command of Portuguese.
Nohemí Lira Albarràn joined ADE’s permanent staff as an Evaluation Expert in October 2017. She holds a PhD in Public Policy from the School of Government and Public Transformation at Tecnológico de Monterrey (Mexico). She obtained a master’s in Public Administration from the École Nationale d’Administration (France), as well as a master’s in Public Management and a bachelor’s in International Business, both from Tecnológico de Monterrey. She also holds a diploma in French and European Management from the Université Robert Schuman in Strasbourg, France.
Before joining ADE, Nohemí was the first Monitoring and Evaluation (M&E) Supervisor at the Bureau of International Narcotics and Law Enforcement Affairs (INL) at the US Embassy in Mexico, where she had previously served as Drug Demand Reduction specialist.
Nohemí previously worked for Guanajuato’s State Government in Mexico as General Director of Scholar Services and Accreditation of Studies. She also served as aide to the Governor and as principal advisor to the State Security Council.
At ADE, Nohemí participates in evaluation studies in the field of development and humanitarian cooperation, covering various areas, aid modalities or countries/regions. She specializes in drug policy, judicial reform, rule of law and public administration reform.
Nohemí is fluent in English, French and Spanish, with a good command of Romanian.
Aurore joined ADE as project manager in February 2019 before rapidly evolving to the position of evaluation expert in August 2019.
She holds a bioengineering degree in agronomic sciences from the Faculty of Gembloux Agro-Bio Tech. During her professional career, she specialised in auditing, monitoring and project management (local and international).
Since she joined ADE, Aurore has participated in several evaluation studies of the Common Agricultural Policy (CAP), at regional, national and EU level. In particular, she contributes as an expert to various evaluations concerning the impacts of the CAP on balanced territorial development. As a project manager, she actively participates in the management of the framework contracts for the evaluation of the interventions of the Belgian Technical Cooperation (Enabel) as well as the technical assistance for the implementation of the external aid of the European Commission (BENEF and SIEA contracts).
Aurore is bilingual in French and English, with a good understanding of Spanish.
Konstantin Gruev joined ADE as a permanent consultant in September 2012.
Konstantin holds a master’s degree in Evaluation and Monitoring of Public Policies from Science Po Lyon and a further master’s in Political Science and Public administration from University Lumière Lyon II.
He participated in more than 25 evaluation studies by combining (i) experiences in the evaluation of external development assistance, with a variety of multilateral (EU, AfDB) and bilateral donors (Belgium – Enabel, France – AFD, Austria – ADA) and (ii) experiences in the evaluation of European structural funds (agriculture – EAFRD and innovation – ERDF), information and promotion campaigns in the agri-food sector (CHAFEA, labelling of origin in France). Konstantin has a solid experience with a variety of intervention modalities – emergency aid, public and private investment projects, budget support, regional and national programmes, EU regulations and initiatives in the agri-food sector, etc. He has an extensive experience in evaluation methodology and targeted data collection tools, including the design, management and analysis of online consultations (surveys, real-time stakeholder consultations), on-site data collection, participatory approaches (workshops, focus groups) and use of digital solutions for data mining and analysis.
He is bilingual in Bulgarian and French, and fluent in English.
Françoise Delmez joined ADE in September 2019. She holds a PhD in Economics from the University of Namur, having completed her graduate program at UCLouvain. During her PhD, she developed both empirical and theoretical research projects focused on the labour market. She has considerable expertise with both micro-level (firm) and macro-level (country) panel datasets, in particular regarding various employment measures. She also has experience in designing and implementing research projects.
Before joining ADE, she worked as a teaching assistant at UCLouvain, responsible for microeconomics and research methods courses. She was a research fellow at the FNRS (Belgian National Research Fund) for four years. In addition, she spent ten years as an active member of an NGO working in food security and youth empowerment. She also volunteered on several field missions in West Africa (Benin, Burkina Faso and Senegal). Since September 2021, she is guest lecturer in Political Economy at UCLouvain.
At ADE, she has worked on many different projects, including the evaluation of Gender policy implementation in Humanitarian settings, the evaluation of the EU cooperation with Tunisia (with a focus on employment challenges), the evaluation of the African Development Bank strategy and programme in Gabon, a study of the consequences of the Covid crisis in Equatorial Guinea (for the UNDP, with a focus on employment), the evaluation of the TAIEX instrument (peer-to-peer technical assistance), the EU response to the Covid crisis in Myanmar among others.
She is a native French speaker, fluent in English, with a working knowledge of Dutch and basic knowledge of Spanish.
Alexandra de Bournonville joined ADE in September 2017. Alexandra is a historian by training, and also holds two master’s degrees, one in Communications and in Development from the Institut des Hautes Ecoles des Communications Sociales and, the other in Human Rights Democratization from the European Inter-University Centre for Human Rights and Democratization.
Alexandra joined ADE in 2017 as Junior Knowledge Sharing Expert for the DG INTPA Methodological Knowledge Sharing programme, where she provided support to the delivery of methodological assignments and the implementation of learning events and knowledge-sharing activities. Since August 2019, she has worked as Project Manager for the Framework Contract Department, where she is responsible for the day-to-day management of several framework contracts, including backstopping, logistics, contractual and administrative arrangements, financial follow-up and interaction with clients and project partners.
Before joining ADE, she worked in communications and project management roles in Africa and Europe with a variety of development actors, such as DG INTPA, the United Nations, ENABEL and several NGOs. More particularly, she worked for three years as Public Information Officer for the United Nations Mission for the Stabilisation of the Democratic Republic of Congo, and one year as Communications Officer with ENABEL in Senegal. During her career, Alexandra has worked on the following topics : food security and the right to food, volunteerism and civic participation, gender, human rights, peacekeeping, microfinance, poverty reduction and rural development, bilateral cooperation, training and capacity building.
Alexandra is a native French speaker and speaks English and Spanish.
Following a five-month internship in 2020, Titouan joined ADE as a Junior Evaluation Expert in February 2021. He holds a master’s degree in Development Economics from Paris 1 Panthéon-Sorbonne, with a semester at Cairo University in Egypt. He also completed a bachelor’s degree in Economic History.
Before joining ADE, he worked as an intern for Flanders Investment and Trade (FIT) at the Cairo office. As trade attaché assistant, he provided sectoral analysis of countries linked with the office (Egypt, Ethiopia, Sudan, South Sudan, and Eritrea). At ADE, Titouan uses his strong theoretical, analytical, and statistical backgrounds to perform strategic evaluations on a wide range of topics. His areas of special interest are employment, informality, climate change and rural development areas.
He is fluent in French, English and Italian, with a working knowledge of Spanish.
Monika leads the Agriculture & Environment Department since 2009. She is an agronomist (MSc) specialised in economics with extensive experience in the evaluation of public policies in the EU and in Sub-Saharan African countries.
She has extensive experience as Team leader through numerous evaluations of the Common Agricultural Policy (CAP), its first and second pillars at EU level for DG AGRI, as well as at national and regional levels (France and French regions, Wallonia, Luxembourg). In her evaluation work, she makes use of qualitative and mixed-methods and has also know-how and hands-on experience in using quantitative methods (FADN). She has sound working experience with the Common Monitoring and Evaluation Framework (CMEF).
Her professional career has combined positions in the private sector and academia both in the EU and in developing countries. Prior to joining ADE in 2007, she worked for seven years in the Department of Economics and Rural Development of the University of Gembloux (Ulg Gembloux AgroBioTech). Monika was a trainer from 1999-2005 for EC officials (Brussels and in Delegations) in EcoFin analysis and Project Cycle Management. Between 1991 and 2000, she worked as an agroeconomist for a consulting company, where she took part in some fifteen evaluations of rural development projects, mainly located in Central and West Africa.
Monika is fluent in English, French, and German.
Joanna Cozier joined ADE’s team as a Junior Evaluation Expert in 2019.
She holds a bio-engineering degree in Agronomy from Gembloux Agro-Bio Tech (University of Liège) complemented by a master’s degree in Business Administration (from the University of Namur). During her studies, she specialised in rural economics and sociology, with a particular interest in agricultural value chains and sustainable production systems, environment and human development.
Since joining ADE, Joanna has participated in several evaluation studies on the Common Agricultural Policy and rural development programmes in Europe, at regional, national and EU levels. With her strong background in socioeconomics, including field experience in first-hand data collection, Joanna contributes to complex evaluation studies combining quantitative and qualitative approaches, from methodological design to reporting and communication.
Joanna works in English and French and has a basic knowledge of Spanish.
Karin Durviaux joined ADE in July 2009 to take over the responsibility for the secretariat.
She is in charge of the organisation and coordination of the secretariat’s operations and procedures. This includes supervision of the secretarial production team, responsibility for the ISO secretariat and providing assistance to the Board of Directors.
Before joining ADE, Karin worked as a sales representative for Synthetis, a software editor for agro-food and fast-moving consumer goods industries. She also worked for Sabena Airlines as a stewardess for several years.
Karin speaks fluent French, English and Dutch and has a good knowledge of Spanish.
Myriam Kouskouras joined ADE in 2020 as accountant. She holds a bachelor’s degree in Accounting from HEAJ in Namur.
Before joining ADE, Myriam gained important experience within a large banking structure whilst working for ING over a period of eight years. Her role included managing the accounting of all transactions end-to-end at ING’s Canadian subsidiaries.
She then worked at Lixon for 12 years, a smaller organisation (around 300 employees) in another sector (construction company), where she was responsible for the financial operations of two subsidiaries. She built on her experience at ING while developing new skills by being responsible for “Procure to Pay”, “Order to Cash” and “Record to Report”, designed to provide management with an accurate picture of the companies’ performance and results.
These experiences have enabled her to deepen her knowledge of accounting and of different economic sectors, developing a rigorous, well-organised and reliable approach. Myriam is fluent in French and Greek, with a good command of English and Dutch.
Jordan Leduc joined ADE in August 2019 as Finance Administrator. He holds a bachelor’s degree in Economics and Management and a master’s degree in Management Science & Business Analysis from the University of Namur. He also studied Development and Management: North-South perspectives at ICHEC Brussels Management School.
Jordan spent more than two years in Junior-Enterprise (JEN Consult) and became vice-president and treasurer of this organisation in 2017. He completed a four-month internship at the Walloon Export and Foreign Investment Agency (AWEX) in the international financing department where he was responsible for assisting Walloon companies in obtaining projects or contracts financed by bilateral and multilateral development banks.
At ADE, he is responsible for analytical management, accounting, treasury, budgeting, invoicing, reporting, fleet management and strategic analysis.
He is fluent in French and English and understands Dutch.
Adrien Lorenceau joined ADE in May 2019. He holds a PhD in Economics from the Paris School of Economics. During his academic training, Adrien specialised in the evaluation of development and educational policies based on sound statistical methods. He has excellent analytical skills, a strong knowledge of quantitative methods and first-hand experience in data collection.
Prior to joining ADE, Adrien worked at the OECD Development Centre where he acquired solid experience in conducting country evaluations on skills development and youth well-being in several countries, including Ivory Coast, Jordan, Malawi and Togo. He then joined the OECD Directorate for Education and Skills to work on the role of ICT in education in the PISA team.
He is fluent in English and French.
Jean-Marie Wathelet is a co-founder of ADE and was Managing Director of ADE from 2007 to 2013. He is an agricultural engineer and holds an MBA.
He started his professional career as an assistant in the Rural Economy Department of Louvain University where he worked on operational research programmes. Attracted to the business world, he became an IT consultant in an SME support firm for a few years. In 1988 he joined a consultancy firm specialised in the rural sector and discovered the development realities of Africa.
Since 1990, Jean-Marie has undertaken more than 30 consulting and evaluation missions as Team Leader for various international donors, notably the European Commission and the World Bank. He has developed expertise in three major fields: rural development strategy, project evaluation, and public expenditure review. He has acquired in-depth knowledge of project cycle management tools (PCM) and the utilisation of evaluation methods based on the Logical Framework and participatory approach.
As a Team Leader, he has carried out numerous strategic and complex evaluations for the European Commission, including the thematic evaluation of the European Commission’s support to rural development and agriculture. He also fills the role of quality controller on evaluations undertaken by other ADE permanent experts.
