ADE advises on the policy and regulatory measures adopted by governments to run the economy and strengthen capacity.
ADE is a leading actor in this area, among other things by its role as Consortium Leader for the EU Framework Contract ‘Budget Support’ (DG INTPA FWC SIEA 2018 Lot 5).
Macroeconomic policies
Macroeconomic policies matter for sustainable long-term growth, the continuity of public services and providing support to the vulnerable. Macroeconomic policy typically involves the use of both fiscal and monetary policies. It aims to enhance growth and maintain low inflation and unemployment rates. ADE supports national and international development agencies, governments, and civil society in analysing macroeconomic trends and examining macroeconomic policy options. ADE also contributes to strengthening the macroeconomic capacity of governments. This enables countries to increase government revenue and maintain macroeconomic stability.
Public financial management
Public finance is critically important for development. Effective institutions and systems of public financial management (PFM) are necessary to guarantee the proper implementation of national policies and enable efficient public spending. ADE supports the strengthening of PFM systems, institutions, and capacities in developing and emerging economies. In this way, our work contributes to supporting value for money in service delivery, transparency, and accountability.

Budget support
Budget support is an aid modality assisting partner countries in their reform efforts to move towards sustainable development and growth. ADE supports governments and development aid agencies throughout the programme cycle of design, implementation, monitoring and evaluation. This includes supporting eligibility assessment against the criteria of programme formulation, choice of SMART variable tranche indicators and the decision process for tranche releases, as well as evaluating the contribution of budget support programmes to development outcomes. Through this work, ADE contributes to strengthening country policy and public finance systems, as well as civil society participation in policy and budgetary processes.
Regional development
Regional development is a major tool to strengthen economic and social cohesion. ADE has developed specific expertise in EU cohesion policy over many years, particularly in the role of structural funds, which promote socio-economic development and strengthen territorial competitiveness at European and regional levels. Studies and evaluations conducted by ADE additionally cover regional integration policies and multi-level governance, both within the EU and in partner countries.
