Belgian Climate Finance – Evaluation launched

The Special Evaluation Office of the Belgian Development Cooperation (SEO) has requested ADE to conduct the evaluation of the International Climate Finance by the Belgian federal government. This evaluation examines how the Belgian federal actors are implementing the objectives of federal climate finance. The objective of the evaluation is primarily formative: to make strategic recommendations for the future through a critical analysis of past experiences, approaches and lessons learned.

 

The work consisted of a general overview of financial flows and an analysis of the interventions of 4 federal focus actors (Enabel, BIO, NGA and IA, and FPS Health), based on in-depth interviews with the main Belgian international climate finance providers at the level of Belgium itself as well as a desk-based literature review. A comparative country analysis of the Belgian ICF framework with that of 3 other countries (Luxembourg, The Netherlands and Denmark) has also been undertaken. Two case studies were conducted in Senegal and Tanzania.
