From June 6th to June 10th, ADE participates in the 14th Conference of the European Evaluation Society in Copenhagen.
On Friday June 10th (1:45-3:15pm), ADE hosts a panel discussion on “Institutions and the Culture of Evidence for Impact” chaired by Nastassia Leszczynska, Senior Impact Evaluator at ADE. The panel includes Marie Gaarder, Executive Director of 3ie (India), Tatiana Goetghebuer, Head of Impact Department at ADE (Belgium), Jörg Faust, Director of DEVAL (Germany) and Ombeline De Bock, EIB Evaluator (Luxembourg).
This panel will examine the challenges and opportunities that the evaluation community faces, related to the culture of evidence within institutions. The panelists will take different perspectives and discuss how to address them. Marie Gaarder will begin with an overview of how institutional incentives influence the design of evidence systems and the use of evidence in institutions. Next, Tatiana Goetghebuer will discuss the research-policy gap in impact evaluation in terms of mindset, with a focus on accountability and learning objectives. Taking the point of view of an independent evaluation function within an institution, Ombeline de Bock will present how impact evaluations can support an accountability role, as well as how it contributes to reach actionable recommendations at the operational and strategic levels. Finally, Jörg Faust, working in close collaboration with one of the leading national development agencies, will explain the results and challenges of the impact evaluation strategy implemented over the past three years and how the government culture has changed around this tool.
