The Impact of IPARD II Programmes Implementation in Beneficiary Countries

We are pleased to announce that ADE is starting the ex-post evaluation of the 2014-2020 Instrument for Pre-Accession Assistance for Rural Development (IPARD II) programmes, commissioned by DG AGRI.

The evaluation will examine IPARD implementation in terms of its effectiveness, efficiency, impact, and alignment with the ex-ante evaluation. The study will cover a range of topics, including:

  • Contribution to human capital development and balanced rural territorial development,
  • Contribution to progressive alignment of the agriculture sector and national administration with CAP and EU standards,
  • Impact on sustainable food production, including renewable energy, adoption of sustainable agricultural practices, and green investment,
  • Impact of IPARD II on-farm modernisation on the efficiency and effectiveness of IPARD recipients,
  • Influence on market access and the exports/imports to EU and third countries,
  • Quality and uptake of innovative practices and technologies under IPARD II.

The study will assess factors contributing to implementation successes and failures, the sustainability of programme results, and draw conclusions relevant to the IPARD programmes and the broader enlargement process. It will also support the identification of possible improvements of the 2021-2027 IPARD III programmes and the preparation for the next programming period post-2027.
