Study on the Impact of Leader on Balanced Territorial Development – Evaluation Support is out

LEADER’s impact on balanced territorial development (2014-2020) as part of the 2^nd pillar of the Common Agricultural Policy (CAP) was evaluated within ADE’s FWC. The study was led by Janet Dwyer, CCRI, in partnership with ADE and ÖIR, from October 2020 to October 2021.

This evaluation assesses how LEADER has contributed to the CAP strategic goal of balanced territorial development, and recommendations were made to enhance its future performance. Links with other European Structural Investment (ESI) funds and CAP instruments were also considered.

Evidence comes from literature review, surveys from Local Action Groups and Managing Authorities, indicators analysis, and case studies in 10 Member States.
