ADE supported Enabel in conducting a learning and strategic reflection exercise on the Data Governance in Africa (DGA) initiative, implemented under the AU–EU Digital Cooperation framework. The study focused on the technical support provided to six Digital Social Innovations (DSIs) developing human-centred and data-driven digital solutions across Africa.
The DSIs are operating in sectors such as agriculture, maternal health, climate resilience, water management, rehabilitation services, and displacement, with projects implemented across countries including Uganda, Guinea, Mozambique, Botswana, South Africa, Ethiopia, Kenya, Benin, and the DRC.
The exercise was conducted through a participatory and learning-oriented approach combining document review, semi-structured interviews with Enabel, partners, and grantees, as well as participation in the Enabel Innovation Hub Days held in Dakar in February 2026. A dedicated sensemaking workshop was also organised with innovators and partners to collectively validate findings and co-develop recommendations for future initiatives.
