We are pleased to announce that ADE, as consortium leader in LOT 6 of the SEA 2023 Framework Contract, has been awarded a new contract by the European Commission to evaluate Mauritania’s Public Finance Reform Strategy (Schéma Directeur‑Réforme des Finance Publiques (SD-RFP)) 2021–2025 and to support the monitoring framework of the upcoming 20252030 strategy. The project, implemented by our consortium partner KAMON Développement, started end January 2026.

The assignment will be implemented in two phases: first, a retrospective phase evaluating the implementation of the SD-RFP 2021–2025, and second, an operational phase supporting the monitoring of the 2025–2030 action plan.

The evaluation will review the achievements and challenges of the SD‑RFP, covering key reform areas such as budget and accounting reforms, revenue mobilisation, treasury and debt management, internal audit, and the integration of public financial information systems. It will identify progress made, remaining gaps, and key lessons to guide the implementation of the next SD-RFP 2025-2030.

During the second phase, the technical assistance will establish strong monitoring and reporting mechanisms for the 2025–2030 strategy. This will include the development of a methodological guide, dashboards, performance indicators, and reporting systems, with the objective of strengthening transparency and evidence‑based public finance management in Mauritania.
