Senior Consultant

We are looking for a full-time Senior Consultant to expand our Public Finance and Blending Team.

ADE is one of Europe’s leading consultancies. We are based in the vicinity of Brussels in Belgium.

Development cooperation clients include the European Commission (various Directorates-General), EU Member States’ cooperation agencies (France, Belgium, Austria, Denmark, Netherlands…), the African Development Bank, ministries in third countries, and others.

The Public Finance and Blending Team manages the acquisition and implementation of projects in the area of public finance management (PFM), budget support, and innovative finance.

Following the recent renewal of the EU Framework Contracts SEA 2023 Lot 6 (Macro-economic analysis, fiscal policies, budget support) and Lot 8 (Sustainable Finance and Blending), which ADE leads, and other lots, the team is currently looking for a Senior Consultant to work on the acquisition and implementation of projects under these Framework Contracts (SEA 2023) covering:

  • Budget support; public finance management (PFM); macro-economic analysis; domestic revenue mobilisation (DRM)
  • Financial market products, instruments and structures; markets and financing needs/gaps; policy issues; statistics and indicators
  • Evaluation, including strategic evaluations
We are looking for a candidate with:

 

  • A Master’s degree in management, economics, public finance management, public administration, governance or related fields in development cooperation
  • At least five years of experience in public finance management and development finance in the context of development cooperation
  • Experience with providing technical advice in the area of public finance management and macroeconomics ; development finance is an asset
  • Excellent project planning, management and organisational skills, with ability to multitask under tight deadlines
  • Previous practical experience in developing countries, preferably Africa, will be a strong asset
  • Previous experience with EU Framework Contracts (such as SIEA 2018) will be a strong asset
  • Experience and understanding of tender processes will be a strong asset
  • Challenge enthusiast: ‘can do’ attitude and ‘winning’ spirit
  • Co-operative and supportive team player
  • Good stress-resistance and ability to work independently
  • Excellent problem-solving ability
  • Strong writing, communication, negotiation, and interpersonal skills
  • Fluency in English and French is required; Spanish or Portuguese is an asset
What you will do:

 

You will work on the tendering and implementation of projects in the field notably of public finance management and development finance. Your main responsibility will be to advance ADE’s business potential in relation to the EU SEA 2023 Lot 6 and Lot 8 framework contracts as well as other opportunities in these areas. You will be responsible for exploring and acquiring new business opportunities, maintain relations with clients, external partners and experts, and provide guidance to junior staff members.

You will have an opportunity to work on a range of projects in an international environment. The exact portfolio of tasks and responsibilities will depend on your specific experience and skills. The position requires some travel abroad (typically up to two weeks a year).
