Framework Contract Manager

We are looking for a full-time Framework Contract Manager to expand our Evaluation, Public Finance and Blending Teams.

Development cooperation clients include the European Commission (various Directorates- General), EU Member States’ cooperation agencies (France, Belgium, Austria, Denmark, Netherlands…), the European Investment Bank, the African Development Bank, UN agencies, ministries in third countries, and others.

The Evaluation, Public Finance and Blending departments are currently looking for a Framework Contract Manager to work on the acquisition and management of projects under EU Framework Contracts and on strategic evaluations in the field of development cooperation and humanitarian aid policies.

 

We are looking for a candidate with:

 

  • A Bachelor or Master’s degree preferably in Management or related matters (marketing, commercial management, public or business administration,…).
  • Minimum 3 years of project management experience.
  • Excellent project management skills, with ability to multitask under tight deadlines.
  • Previous experience in acquisition of projects under Framework Contracts (such as EU SIEA) in one or more of our key areas of expertise is an asset.
  • An understanding of tender processes as well as EU institutions, policies and procedures would be an asset as well.
  • Co-operative and supportive team player with strong ‘Can Do’ attitude and problem-solving ability.
  • Good stress-resistance, competitive, loving to handle challenges and work independently.
  • Excellent communication skills (written and verbal), strong negotiation, and interpersonal capacities.
  • Strong knowledge of Excel and financial and data analysis skills.
  • Excellent command of English and French. Spanish and Portuguese being an asset.
  • The nature of this position may require at times to be called upon to work outside normal office hours.
  • EU nationality or valid work permit in Belgium.

 

What you will do:

 

  • You oversight of the entire process involved in responding to framework requests, from conception of proposals to the implementation of contracts, in a timely manner. Key tasks include:
    • Carefully develop and nurture a pool of high-quality external experts.
    • Search high-quality CV, screen, assess and select of in-house and freelance experts. Prepare CVs for submission and references.
    • Build strong multidisciplinary and multicultural consulting teams.
    • Negotiate and agree on working and fee conditions with the freelance experts.
    • Support in the preparation of the tenders with the inputs from the team.
    • Manage project logistics, administration and budget.
    • Develop effective communications with consortium partners, clients and experts to ensure that collaborative efforts are in line with project objectives.
    • Manage cross-organizational synergies to ensure project success.
    • Monitor the performance of the experts.
  • You build a strong internal network, share knowledge and best practices, and support other departments to win new projects.
  • You fulfil project management tasks such as backstopping, logistics, reporting, contractual and administrative arrangements, financial follow-up, interaction with clients, partners and teams, etc.).
  • You contribute to the overall strategy of ADE by suggesting business orientations and process improvements and identifying business development opportunities
