ADE is one of Europe’s leading consultancies in the development and humanitarian sectors. We are based in Louvain-la-Neuve, near Brussels, Belgium.

We support decision-makers in formulating, monitoring, implementing, and evaluating public policies and strategies. Our clients include the European Commission, UN agencies, the World Bank, the African Development Bank, national cooperation agencies, private foundations and NGOs.

We specialize in conducting evaluations using rigorous, theory-based, mixed-methods approaches. Our service encompass evaluation design, data collection and analysis, sensemaking, and reporting. We tailor the evaluation approach to meet specific requirements and maximize learning potential, with careful consideration given to creating participative processes that include the voices of a broad range of stakeholders.

Humanitarian Action and the Triple Nexus is one of our key areas of expertise, and we are keen to expand it further. We are seeking a dedicated professional to join our team to develop and lead our Humanitarian Action Unit.

  • WFP – Corporate Emergency Evaluation of WFP’s response in Ukraine (2024)
  • WFP – Niger Country Strategic Plan Evaluation (CSPE) (2024)

  • WFP – Iraq CSPE
  • WFP – Evaluation of WFP’s DRR/M and Climate Change Policies (2023)
  • NORAD – Evaluation of the interaction between Norwegian humanitarian aid, development cooperation and peace efforts in Lebanon, DRC, and Ethiopia (2023)
  • DG ECHO – Evaluation of the EU humanitarian response to the Rohingya refugee crisis in Myanmar and Bangladesh (2020)
  • Special Evaluation Office of the Belgian Development Cooperation – Evaluation of the Belgian Strategy for Humanitarian Aid (2022)

 

Job Overview and Key Responsibilities

 

The person who will develop the Humanitarian Unit will play a pivotal role in shaping and advancing ADE’s work in this sector. This includes the participation in ongoing and upcoming evaluations with existing clients, as well as proactively exploring and obtaining opportunities with other actors in the humanitarian and nexus space.

 

An indicative he role will involve:

60% Monitoring and evaluation projects:

  • Participate in evaluations of programs, interventions, policies and strategies in the humanitarian space
  • Evaluation design, ensuring methodological rigor, relevance, and quality
  • Conduct quantitative and qualitative data collection activities, including country visits
  • Analyze evaluation findings and formulate actionable recommendations
  • Coordinating the work of internal and external team members
  • Provide technical guidance and support to evaluation teams in diverse humanitarian contexts

30% Management and business development:

  • Lead the development and implementation of a strategic plan to expand ADE’s M&E activities the humanitarian and nexus space
  • Leading a team of junior evaluators, providing mentorship and guidance
  • Identify and pursue new business opportunities, including proposal development, partnership building, and client engagement

10% Research and dissemination:

  • Conduct research on innovative practices and emerging trends in humanitarian evaluation
  • Disseminate evaluation products, lessons learned, and best practices through various channels, including publications, presentations, and workshops
  • Collaborate with internal and external stakeholders to promote knowledge sharing and learning within the humanitarian and development community

 

The successful candidate will have:

 

  • A Master’s degree or higher in a relevant field such as International Development, Public Policy, Social Sciences, or Economics.
  • A minimum of 7 years of professional experience in the humanitarian and development sectors
  • Demonstrated experience in designing and implementing monitoring and evaluation exercises in complex humanitarian contexts
  • Experience conducting and supervising field work
  • Understanding of the multilateral development cooperation and humanitarian sector
  • A high analytical capacity, and solid research and writing skills
  • Proven organizational and planning skills, with a track record of successful (project/programme) management
  • Strong interpersonal skills, and an aptidude for leading and growing a team
  • Excellent command of the main computer software packages (Word, PPT, and Excel)
  • Excellent level of written and spoken English

Further assets are:

  • Experience working in the Global South
  • Experience using quantitative analysis software (e.g., Stata, R…), qualitative analysis software (e.g., MAXQDA, Nvivo…), Dashboard tools (e.g., Power BI), visualization tools
  • Experience working at an (inter)national organisation in the development or humanitarian sector
  • Fluency in other languages, notably French, Spanish, and Arabic
