Within our Economic Governance department, we specialise in providing technical assistance and conducting studies that support the design, implementation, and evaluation of policies and programmes in public finance and development finance. Our expertise covers the use of budget support, blending, and guarantees, alongside traditional capacity-building efforts. Through our work, we help inform impactful decision-making.

Our clients include the European Commission, UN agencies, the African Development Bank, the European Investment Bank, the World Bank, bilateral development banks and cooperation agencies, ministries in Southern countries, private foundations, and NGOs.

Position Summary

We are seeking a mid-level Consultant to join our Economic Governance Department team, starting as soon as possible.

Your key responsibilities:

Project participation in studies, evaluations and technical assistance

• Conduct rigorous qualitative and quantitative analysis.
• Participate in field missions (typically 1–3 times per year, depending on project requirements).
• Draft high-quality reports, policy briefs, and other project deliverables.
• Engage proactively with clients and manage project teams.
• Oversee project administration, financial management, and reporting.

Business Development

• Explore new business opportunities to drive company growth
• Support the preparation of high-quality technical and financial proposals, ensuring they are competitive and tailored to client needs.
• Strengthen and expand our network of qualified experts across relevant sectors

Knowledge Development

• Support ADE’s knowledge capitalisation and dissemination efforts.

Candidate Profile

• Master’s degree or PhD in Economics, Finance, Business Management or similar.
• 3+ years of professional experience with project acquisition is an asset.
• Expertise in public finance management, macroeconomic analysis, domestic revenue mobilization, budget support operations, development finance, private sector development and blending.
• Well-organised mindset with a high level of rigor and a keen eye for detail.
• Strong quantitative and qualitative analytical abilities. Experience with statistical tools is an asset.
• Excellent written and verbal communication skills in French and English.
• Excellent project management skills: plan, organize, manage, multitask, deliver.
• Strong interpersonal skills in communication and teamwork.
• A cooperative, supportive, and proactive team player with a “can do” attitude.
• Ability to work independently in a fast-paced commercial environment.
• Strong stress-resistance and adaptability.
• Understanding of external relations, international cooperation, and familiarity with EU institutions, policies, and international financial institutions (IFIs) is an asset.

EU nationality or valid work permit is required
