ADE is one of Europe’s leading evaluation consultancies. We support senior decision-makers in developing and improving public policies and strategies. We are based in Louvain-la-Neuve, near Brussels, Belgium.

Our Evaluation Department focuses on strategic evaluations for major international organisations in the field of international cooperation and development finance.

Our key clients include the European Commission, EU Member States’ cooperation agencies and development banks (Belgium, Denmark, France, Netherlands, Norway…), the African Development Bank, and UN agencies.
We focus on Africa, Asia, Eastern Europe, Latin- America, and the Middle-East.

• Evaluation of EU cooperation with DR Congo (starting)
• Evaluation of EU Gender Action Plan III (starting) Evaluation of EU support to Education (started)
• Evaluation of EU cooperation with ASEAN (started)
• Evaluation of the EU Facility for Refugees in Turkey (on-going)
• Evaluation of the Dutch Development Bank’s (FMO) approach to sustainable exits (on-going)
• Evaluation of FMO’s Access to Energy Fund Evaluation of EU cooperation with the World Bank Group (completed)
• Evaluation of EU cooperation with the United Nations (completed)

MAIN SKILLS REQUIRED

• Master’s degree or PhD, in data or analytical fields (e.g. economics, engineering, sciences, philosophy)
• Outstanding quantitative and qualitative analytical skills
• About 5-10 years of professional experience
• Excellent strategic, high-level thinking skills
• Excellent writing skills
• Organisational and planning skills
• Interpersonal skills and ability to work in teams
• Very good level of written and spoken English; at least basic French

WOULD BE AN ASSET

• Knowledge of evaluation of public policies
• Knowledge of international cooperation and development
• Knowledge of development finance
• Knowledge of the functioning of EU or UN institutions and policies
• Knowledge of survey and statistical tools
• Knowledge of Spanish, Portuguese, Arabic, or other languages

What you will do:

• Participation in strategic evaluation studies conducted by ADE, particularly in respect of:
• a. Evaluation design
• b. Quantitative and qualitative research and analysis
• c. Field missions (about 2x 1 week per year)
• d. Report writing
• e. Project management
• Contributing to other ADE activities, including support to proposal writing, business development, project management, and knowledge dissemination.
