Evaluator in Agriculture, Rural Development and Environment Department

ADE, one of Europe’s leading consultancies in public policy evaluation, is seeking a dynamic and committed professional to strengthen our Agriculture, Rural Development and Environment department.

Located in Louvain-la-Neuve, near Brussels, Belgium, ADE supports decision-makers in shaping impactful public policies. Our team has over 20 years of experience working on the CAP and was recently awarded framework contracts for DG AGRI running until 2029. We are also working at the EU, national, and regional levels on topics such as climate change, biodiversity, rural and social aspects of agriculture.

Examples of studies in our department:

  • Study on climate change adaptation in agriculture in the EU, focus on water management for DG AGRI (ongoing).
  • Study on budget tracking of CAP contribution to climate change, biodiversity and clean air action, for DG AGRI (ongoing).
  • Framework contract on the evaluation of the French CAP Strategic Plan 2023-2027 (ongoing).
  • Ex-post evaluation of the Walloon Rural Development Programme 2014-2022 (ongoing).
  • Evaluation Support Study on the Impact of Leader on Balanced Territorial Development for DG AGRI (completed).
  • Evaluation study on the European Network for Rural Development (ENRD) and the National Rural Networks’ (NRNs) contribution to the implementation of EU Rural Development policy for DG AGRI (completed).
  • Comparative analysis of the CAP Strategic Plans and their effective contribution to the achievement of the EU objectives, for the European Parliament (completed)
  • Study on Rural Areas – Level of support and impact on competitiveness of farms, for the European Parliament (completed)

 

MAIN SKILLS REQUIRED

 

  • Master’s degree or PhD in agronomy, bioengineering, economics, or a related field.
  • 5 – 10 years of professional experience, ideally in agriculture related topics and public policy analysis.
  • Knowledge of the CAP (Pillar 1 and 2).
  • Quantitative and qualitative analytical skills.
  • Strong strategic thinking, organizational, and planning capabilities.
  • Excellent writing skills.
  • Interpersonal skills and ability to work in teams.
  • Fluency in English (written and spoken); working knowledge of French.
  • Experience with data collection and analysis.
  • Ability to deliver high-quality work under tight deadlines.

EU nationality or valid work permit required

 

WOULD BE AN ASSET

 

  • Experience in the evaluation of public policies.
  • Familiarity with surveys and statistical tools.
  • Proficiency in additional EU languages.

 

What you will do:

 

  • Contribute to evaluation studies and thematic research.
  • Apply advanced evaluation tools and methodologies.
  • Design and implement data collection tools, including literature review, surveys, interviews, focus groups, case studies and field missions.
  • Draft comprehensive reports and present findings to clients.
  • Manage projects and collaborate with multidisciplinary teams.
  • Support proposal writing, business development, and knowledge dissemination activities.
