1 EXPERT CATEGORY 1 - TEAM LEADER

 

Requirements

 

  • General description of the position: Category I expert will be a team leader. Team leader is responsible for the overall coordination of the implementation of the contract obligations, preparation of the reporting and communication, coordination with the European Union Delegation to Mongolia. Team leader will be in charge of coordinating with KE II the collection of documents and preparation of the reports and relevant annexes for the BS disbursement and to perform analytical work related to macroeconomic and public finance management matters on demand by the European Union Delegation. Team leader will be based in Ulaanbaatar, Mongolia, during the assignment. If COVID related travel restrictions will still be in place in July 2021 remote working modalities will be implemented 
  • Expert category: Cat. I (>12 years of experience)
  • Qualifications and skills required: At least a Master Degree, or the academic equivalent (justified) or in its absence minimum 15 years of equivalent professional experience in the area of public policies, public finance management, macroeconomic stability, domestic revenue mobilisation, statistics and indicators or an equivalent academic or qualification in a related field 
  • General professional experience: At least 12 years of demonstrated experience of relevant experience of working on PFM issues, including budget expenditure, taxation and audit 
  • Specific professional experience:  Proven experience in the formulation and preparation of EU Budget Support Programmes; • Proven experience in the assessment of PFM performance systems, notably in developing countries 
  • Language skills: The expert must be fluent in English level C1 
  • Minimum number of working days: 45 days
