Background:

ADE is a private consultancy company based in Louvain-la-Neuve, with an office in Brussels. It supports decision-makers in formulating, monitoring, implementing and evaluating public policies and strategies.

 


Position:
ADE is currently looking for a PROJECT MANAGER to work on a guidance package on social protection across the humanitarian-development nexus (SPaN). This is in the context of an ongoing programme for the European Commission’s Directorate General for Development and Cooperation’s (DEVCO) Methodological and Knowledge Sharing (MKS) Programme based in Brussels. The MKS programme is a EuropeAid’s programme that aims at improving the quality of EC external assistance. To this end MKS provides methodological support, training and knowledge sharing support to European Commission (EC) staff involved in the design and implementation of EU external interventions. 
The guidance package is prepared in a collaboration between to the Directorate-General (DG) for International Cooperation and Development (DEVCO), DG for European Civil Protection and Humanitarian Aid Operations (ECHO) and DG for Neighbourhood and Enlargement Negotiations (NEAR). It focuses on Social Protection as an instrument for effective short and long-term response to multivariate shocks, protracted crises and displacement.
The objective of the guidance package is to:
1.    update EC practitioners on the issue, provide them with fundamental knowledge about the rationale, about opportunities, challenges, underlying principles, etc., and
2.    better equip them to address specific operational challenges.

To reach the different audiences, the dissemination of the knowledge material will include:
•    different publication formats (print, digital, multimedia, support of online Communities-of-practice (CoP));
•    presentations of the GP material at selected international knowledge-sharing events;
•    contribution to similar global initiatives; and
•    the transformation of the content into learning material for traditional and e-learning training events.

To support the initiative and assure a smooth implementation, the service contract managing the initiative (MKS) is looking for a Project Manager from July 2018 until end of February 2019.

Description of the assignment:

•    Identify experts together with content coordinator;
•    Contract experts;
•    Oversee travel planning when necessary (managed by logistics assistant);
•    Maintain regular contact with experts;
•    Monitor projects to assure quality and timely delivery;
•    Steer approval process:
    a)   Circulate draft output with steering committee and team lead;
    b)   Liaise with lead author;
    c)   Circulate with reference group;
    d)  Check for conflicting comments and, if necessary, liaise with steering committee;
    e)  Consolidate comments in one document and share with lead author;
    f)   Request approval of content from unit B3;
    g)  Assure lay-out and proofreading;
    h)  Request final approval from B3;
    i)   Liaise with in-house multimedia expert for dissemination.
•    Collect output and deliverables and file electronically together with approvals;
•    Manage invoicing process (time sheets per quarter, invoices and supporting documents at the end of each assignment);
•    Reports directly to KSE/ overall coordinator.


Profile:
•    Min. 3 years of professional experience;
•    Master degree in management, international relations, economics, political science, business administration, or similar;
•    Experience working with the European Commission (DEVCO, ECHO, NEAR);
•    Ideally, experience with social protection in fragile contexts (knowledge of the nexus between shocks, fragility, conflict, irregular migration and development);
•    Strong organizational and planning skills; attention to detail; Self-starter and able to work under limited supervision;
•    Fluent in English – oral and written;
•    Preferably located in Brussels.
